Paint Removal and Masonry Cleaning Included in Cost

Landlord of landmark building applied for an MCI rent hike, based on pointing and waterproofing the building's exterior. Landlord claimed that, because of building's landmark status, she had to remove paint and clean the masonry before doing the pointing and waterproofing job. So, she argued that these costs should be included in the MCI. The DRA granted a rent hike for the pointing and waterproofing, but denied it for the paint removal and masonry cleaning. Landlord appealed, and the DHCR allowed landlord to include the cost for the paint removal and masonry cleaning. This preparatory work was required because of the building's landmark status; and, it was related to---and done at the same time as, the MCI work.
