Cost of Removing Gravel from Roof Included

Landlord applied for MCI rent hikes based on parapet replacement. The DRA ruled for landlord but disallowed the cost of removing gravel from the roof. Landlord appealed and won. Removal of the gravel from the roof to allow workers an area from which to perform parapet work was needed to perform the MCI. So the cost of this work qualified as related to the MCI.
