Tenant Didn't Cooperate with Extermination Efforts

Tenant complained of a reduction in services based on various conditions, including vermin infestation. The DRA reduced tenant's rent for a number of reasons, but not for the infestation. Tenant appealed, claiming that there was still roach infestation. The DHCR denied tenant's PAR. To help correct the roach problem, tenant had given landlord access to repair a hole under the kitchen sink and a dripping refrigerator tray. But tenant had denied access to an exterminator several times. Tenant didn't cooperate with landlord's reasonable efforts to remedy the condition
