Posting of Exterminator Sign-Up Sheet Not Enough

The DRA ordered a rent reduction for reduced services. Landlord applied to restore the rent after restoring the services. The DRA ruled against landlord because not all services were restored. Landlord appealed, pointing out that the only condition not corrected was vermin control in tenant's apartment and tenant hadn't signed up for extermination services on a posted scheduling sheet. The DHCR ruled against landlord. This wasn't sufficient restoration of services. Since there was a finding of vermin in tenant's apartment, landlord was obligated to take more active steps to correct the condition before applying for rent restoration.
