Tenant Didn't Cooperate with DHCR Inspector

Tenant complained of a reduction in services. Landlord showed that tenant didn't provide access on several dates. The DRA ordered a no-access inspection. When the inspector and landlord showed up, tenant turned on a video camera. The inspector told tenant that she couldn't videotape the inspection. He told tenant to turn off the camera or he would leave and her complaint would be dismissed. Tenant wouldn't turn off the camera, according to the inspector. Based on the inspector's report, the DRA ruled against tenant. Tenant appealed and lost.
