Tenant Complained About Yellow Refrigerator

Tenant complained of a reduction in services. She claimed that sparks were coming from the refrigerator plug and that the refrigerator was yellow instead of white. An inspection showed no sparks coming from the plug. But the DRA ruled for tenant and reduced her rent. Landlord appealed and the DHCR ruled for landlord. The fact that the refrigerator was yellow instead of white wasn't a decrease in services.
