Tenant Complained About Missing Refrigerator

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming it made all repairs in response to tenant's complaint and had installed a refrigerator. The DHCR ruled for landlord and revoked the rent reduction. Tenant had complained that there was no refrigerator in the apartment. An inspection showed landlord had installed one, but the DRA reduced tenant's rent because the refrigerator temperature was inadequate. Since tenant hadn't complained about the refrigerator's temperature, this was an improper reason for a rent reduction.
