Tenant Complained About Lights Blowing Out

Landlord appealed, claiming that tenant didn't complain about light fixtures. The DHCR ruled against landlord. Tenant complained about light bulbs repeatedly blowing out. This put landlord on sufficient notice to investigate the light bulbs, fixtures, and wirings and to make repairs if necessary.
