Tenant Complained About Lights Blowing Out

Tenant complained of a reduction in services. The DRA ruled for tenant, reduced his rent and ordered landlord to fix defective light fixtures. Landlord appealed, claiming that tenant didn't complain about light fixtures. The DHCR ruled against landlord. Tenant complained about light bulbs repeatedly blowing out. This put landlord on sufficient notice to investigate the light bulbs, fixtures, and wirings and to make repairs if necessary.
