Steam Cleaning Alone Doesn't Qualify

Landlord applied for MCI rent hikes based on steam cleaning of the front of the building. The DRA denied landlord's application, and landlord appealed. The DHCR denied landlord's PAR. Steam cleaning alone doesn't constitute an MCI. The cost of steam cleaning may qualify only when done in conjunction with a comprehensive building-wide pointing and waterproofing project. Here, no pointing or waterproofing was done.
