Fuel Computer Alone Doesn't Qualify

Landlord applied for MCI rent hikes for new windows and a fuel computer. The DRA granted the increase for new windows but disallowed any increase for the fuel computer. Landlord appealed and lost. The installation of a fuel computer alone didn't constitute an MCI. To qualify, the installation must be done in connection with proper replacement of the boiler/burner system.
