Roof Insulation Alone Doesn't Qualify

Landlord applied for MCI rent hikes based on roof insulation. The DRA ruled against landlord, and landlord appealed. The DHCR also ruled against landlord. Under DHCR Policy Statement 91-2, roof insulation qualifies as an MCI only if it's done in connection with roof resurfacing. Since landlord only performed roof insulation, the work didn't qualify as an MCI.
