Roof Bulkhead Door Qualifies

Landlord applied for MCI rent hikes based on the installation of a new roof bulkhead door. The DRA denied landlord's application, finding that it didn't qualify as MCI work. Landlord appealed, and the DHCR ruled in its favor. A new roof bulkhead door qualifies for an MCI rent hike.
