Cost of Roof Bulkhead Work Included

Landlord applied for MCI rent hikes based on a number of improvements, including roof work. The DRA ruled for landlord. Tenants appealed, claiming that landlord's roof bulkhead work wasn't connected with the construction of the staircase that the DRA had approved as an MCI. The DHCR ruled against tenants. All the work landlord did qualified as MCIs. And landlord needed to do the roof bulkhead work several months before starting the staircase installation.
