Roof Insulation Work Performed Three Months After New Roof Installed

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, but disallowed any increase for roof insulation work. Landlord appealed and won. The DRA had denied the increase because the insulation work was done three months after the new roof was installed. But the insulation work was done within a reasonable time after the new roof was installed, and so it qualified as part of the major capital improvement.
