Roof Door Security Alarm Doesn't Qualify

Landlord applied for MCI rent increases, based on the installation of a security alarm system to the building's roof door. The DRA ruled against landlord, finding that this work didn't qualify as an MCI. Landlord appealed, claiming that the new alarm monitored the roof stairs from the fourth floor to the roof, alerting tenants. There was no previous security system. The DHCR ruled against landlord. To qualify as an MCI, a new security system must provide each apartment with a visual intercom system showing everyone who comes into the building at all entrances on a 24-hour basis.
