Rent Reduced for Failure to Update Intercom Directory

Tenants complained of a reduction in building-wide services because the intercom directory wasn't up to date. Landlord later filed an application to restore rents based on the restoration of services. The DRA ruled for landlord. Tenants appealed and lost. Tenants claimed that the directory hadn't been updated and submitted a photograph of the directory and intercom panel. But tenants didn't submit this information to the DRA and couldn't do so for the first time on appeal.
