Landlord Didn't Update Building Directory

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents based on a number of conditions. Landlord appealed, claiming, among other things, that it was improper to reduce rents because the building directory wasn't updated. The DHCR ruled for landlord. The building directory condition was minor and didn't warrant a rent cut. This particular reason for a rent reduction was revoked.
