No Recycling Containers for Mixed Papers

DOS issued a violation notice to landlord for not providing recycling containers for mixed papers. Landlord claimed that each apartment owner in the cooperative building was required to provide their own bags for mixed paper recycling. The ALJ ruled against landlord and fined it $25. Landlord appealed and lost. City regulations require landlord to provide a container for recycling papers.
