Landlord Fined for Mixing Paper and Metal Recyclables

DOS issued a violation notice to landlord for mixing metal and plastic recyclables with paper and cardboard in one bag for collection. Landlord denied the claim, but the ALJ ruled against her and fined landlord $25. Landlord appealed and lost. ECB found landlord's claims that passersby put paper in with the other recyclables insufficient to revoke the violation.
