Tenant complained of a rent overcharge. The DRA ruled for tenant and ordered a refund. Tenant appealed. The DRA had allowed a 1/40th rent increase for a new bathroom that landlord installed. Tenant claimed that the cost wasn't justified. The DHCR ruled against tenant. Landlord had proved the cost of the work with more than one piece of documentation. In accordance with Policy Statement 90-10, landlord sufficiently proved the cost of the work.
