Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed and lost. In response to the complaint, landlord proved that it had made bathroom and kitchen renovations before tenant moved in. Landlord installed a new bathroom and kitchen and new electrical wiring. Landlord submitted proof of the $8,000 cost of its 1/40th improvements. The DRA properly permitted a monthly rent increase of $200. There was no rent overcharge.
