Master TV Antenna Not Listed on Rent Control Card

Tenant complained of a reduction in services because there was no master television antenna connection to his apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed. The DHCR ruled for landlord. The 1984 building services registration didn't state that the master TV antenna was provided. Rent control cards for some other apartments indicated that this service was provided to some other apartments. However, the rent control cards for tenant's apartment didn't list the TV antenna as an essential service for that apartment.
