Landlord Needn't Reimburse Tenant for New Air Conditioner

Tenant complained of a decrease in services. She claimed she had replaced an air conditioner in the apartment with her own new air conditioner and that landlord had refused to reimburse her. Landlord claimed that tenant never informed it of the replacement and that tenant was responsible for maintaining the air conditioner. The DRA ruled against tenant. Tenant appealed and lost. Tenant submitted no proof that she had gotten landlord's permission to replace the air conditioner provided by landlord. So tenant wasn't entitled to reimbursement.
