Landlord Needn't Reimburse Tenant for Cost of Air Conditioner

Tenant complained of reduced services because landlord wouldn't reimburse him for the cost of a new air conditioner. The DRA ruled against tenant. Tenant appealed and lost. Landlord had to replace tenant's air conditioner if it didn't work, but wasn't required to purchase a new appliance. A used one in good working order was sufficient. In this case, tenant didn't answer the DHCR's question as to whether he wanted landlord to replace his old air conditioner.
