Landlord asked the DHCR for permission to modify required services by replacing security guards with a remotely monitored video surveillance system. The DRA ruled against landlord, finding that the “cyberdoorman”

would be a reduction in services. Landlord appealed and lost. Landlord claimed that there were further details of its proposal that the DRA failed to consider. But replacing the physically present security personnel with remotely monitored video surveillance would be a reduction in services in any event. The DRA correctly denied landlord’s application.
