Landlord Can Replace Parking Lot Security Guard with Video Surveillance System

Landlord sought to replace a parking lot security guard with a state-of-the-art video surveillance system throughout the entire development. The DRA ruled for landlord. Tenant appealed, claiming that video cameras wouldn't prevent security-related incidents. The DHCR ruled against tenant. Tenant submitted no proof that the installation of the security cameras and monitoring station would reduce security services.
