Landlord Can Replace Part-Time Attendant with 24/7 Video Surveillance

Landlord asked the DHCR for permission to modify building-wide services by replacing a part-time lobby attendant with a 24-hour, seven-day operational video surveillance system. Tenants appealed and lost. Landlord’s proposed service modification was an adequate substitute for the existing service. The lobby attendant was there only half time, and the new video system covered areas in and around the building that the lobby attendant didn’t see.
