Heat and Hot Water Not Required

Tenant complained that he had to pay separately for heat and hot water. The DRA ruled that heat and hot water were a required service to be included in tenant's rent. Landlord appealed and won. Landlord showed that heat and hot water weren't a base date service in the building. Tenant's rent reduction was revoked.
