Landlord Can't Charge Tenants for Providing Heat and Hot Water

Landlord asked the DHCR for permission to modify building services. Landlord wanted to increase rents after providing separate boilers for each renovated apartment and installing new hot-water tanks and gas meters with thermostats. The DRA ruled against landlord. Landlord appealed and lost. Landlord provided heat and hot water to tenants on the base date, so it couldn't charge extra for this service. And it is DHCR policy that tenants aren't responsible for the cost of providing heat and hot water under any circumstances.
