Exposed Wires

Tenant asked the DHCR for a rent cut for reduced services due to exposed wiring in her apartment. Landlord pointed out that the exposed wiring was for cable TV, telephone, and an old intercom. The DHCR inspector confirmed landlord's claim, but the DRA cut tenant's rent anyway. Landlord appealed, and the DHCR revoked the rent cut. The exposed wiring wasn't a service reduction.
