Exposed Pipe

Tenant complained of a reduction in services based on a number of conditions. The DRA ruled for tenant and reduced his rent. Among other things, the DRA ordered landlord to repair an exposed pipe in the bedroom. Landlord appealed, and won. The DRA erred in ordering landlord to repair an exposed pipe. Nothing in the rent stabilization law requires the covering of an exposed pipe, the condition wasn't illegal or dangerous, and the pipe wasn't defective.
