Exposed Intercom Wires

Tenant complained of a reduction in services based on exposed wires in the entrance area of the building. The DRA ruled for tenant and reduced his rent based on a finding of an exposed intercom wire. Landlord appealed, claiming that there was no condition warranting rent reduction. The DHCR ruled for landlord. Although an inspection found the exposed intercom wire, the intercom was working properly, and tenant hadn't complained of an exposed wire elsewhere.
