Exposed Pipes

Tenant complained of a reduction in services based on a number of conditions, including exposed gas pipes. The DRA ruled for tenant and reduced his rent. Landlord appealed, arguing that it had replaced exposed gas pipes in 1994 with new exposed gas pipes and that this installation was legal and approved by DOB. The DHCR ruled for landlord. Replacement of the exposed gas pipes didn't create a decrease in services. Tenant didn't claim there was any defect in the pipes or that the work was improper. Tenant's only objection was to how the pipes looked.
