Electrical Work Done with Elevator Upgrading

Landlord applied for MCI rent hikes. The DRA ruled for landlord in part, granting an increase for elevator upgrading, and denying any increase for electrical work done outside. Landlord appealed, claiming that the electrical work wasn't done outside, but was done for the elevator mechanical room. The DHCR ruled for landlord. The electrical work was needed for the elevator upgrading, and so it qualified as part of the MCI cost.
