One-Fifth of Electrical Work Related to Elevator Upgrade

Landlord applied for MCI rent hikes based on an elevator upgrade and elevator electrical work. The DRA ruled for landlord, and tenants appealed. They pointed out that only one-fifth of the electrical work done in the building was related to the elevator upgrade. The DHCR ruled for tenants and reduced the MCI rent hike so that it was based on only one-fifth of the claimed electrical work cost.
