Work Done in Connection with Elevator Upgrading

Landlord applied for MCI rent hikes based on elevator upgrading. The DRA ruled for landlord, and tenant appealed. Tenant claimed that much of the work done was cosmetic and didn't qualify as an MCI. The DHCR ruled against tenant. Landlord upgraded the elevator and added a closed-circuit TV system, raised the elevator dome, remodeled the cab interior, and modified the lobby door. This work was related to the elevator upgrade and qualified as part of the MCI.
