Cost of Sidewalk Shed Included

Landlord applied for MCI rent hikes based on the installation of new windows. The DRA ruled for landlord but disallowed the cost of a sidewalk shed put up while the work was being performed. Landlord appealed and won. It is DHCR policy to include the cost of a sidewalk shed in MCI increases for window installation.
