Cost of Garbage Shed Included

Landlord applied for MCI rent hikes based on a number of improvements. The DRA disallowed any increase for landlord's installation of a garbage shed. Landlord appealed and won. Trash management is a component of residential building operations. The cost of building the garbage shed, including the cost of making three sets of doors for the shed, was a permissible MCI.
