The DRA ruled for landlord and tenants appealed, claiming that no increase should have been granted for engineering consultant fees. The DHCR ruled against tenants. Engineering or architectural expenses that are directly related to an MCI, and which aren't otherwise duplicated, qualify for rent increases.
