Landlord applied for MCI rent hikes based on exterior restoration, sidewalk shed, and consultation fee, along with a new roof and an additional consultation fee for that. The DRA ruled for landlord in part, denying any rent increase for the roof and roof consultation fee. Tenants appealed, objecting to paying any increase for the sidewalk shed and consultation fee. The DHCR ruled against tenants. The sidewalk shed was needed for the exterior renovation work to be promptly completed. And landlord showed that the consultation fee for the exterior restoration was warranted.
