Work Not Related to Mailbox Installation

Landlord applied for MCI rent hikes for mailbox installation and other work. The DRA granted rent increases for the mailboxes, but disallowed any increase for the other work. Landlord appealed, claiming that the work qualified as an MCI because it was done in connection with the mailbox installation. The DHCR ruled against landlord. The stairwell lighting system, artistic restoration and preservation of lobby woodwork, and new carpet installation on the stairways weren't related to the mailbox installation and didn't qualify as MCIs.
