Parapet Work Done with New Roof Installation and Pointing

Landlord applied for MCI rent hikes based on the installation of parapets, a new roof, and pointing and waterproofing. The DRA ruled for landlord. Tenants appealed, claiming that not all the parapets were replaced. The DHCR ruled against tenants. Only one small section of parapet brickwork wasn't completely replaced. And even if it wasn't building-wide, the parapet work would still qualify for a rent increase because it was done in connection with the installation of a new roof and pointing.
