No MCI Increase for Consulting Fee in Connection with Elevator Upgrade

Landlord applied for MCI rent hikes based on elevator upgrading. The DRA ruled for landlord in part, disallowing any increase for a consultant fee. Landlord appealed and lost. The licensed elevator consultation for the elevator upgrading at this building was unnecessary and the fees were properly disallowed as part of the MCI cost. The installation was relatively commonplace.
