Windows Not Replaced Building-Wide

Landlord applied for MCI rent increases based on the installation of new windows building-wide. The DRA ruled against landlord. Landlord appealed and lost. Over 30 percent of the windows in the building were replaced more than three years before the windows for which landlord sought the MCI increases were replaced. So the window replacement wasn't building-wide, and the DRA properly denied landlord's application.
