Lintel Work Not Done Building-Wide

Landlord applied for MCI rent hikes based on lintel replacement. The DRA ruled against landlord. Landlord appealed and lost. The lintel replacement was done only to approximately 150 windows, even though there were at least 169 rooms plus bathrooms in the building. So the lintel work wasn't done building-wide and couldn't qualify as an MCI unless it was done in connection with a valid MCI, such as building-wide pointing.
