Landlord applied for MCI rent increases based on the installation of new gas piping. The DRA ruled against landlord, and landlord appealed. The DHCR also ruled against landlord. Landlord had installed the gas piping after a gas leak had shut down gas to the building. Landlord had tested the risers and the branch lines, and replaced only those risers and lines where leaks were found. So the work wasn't building-wide and didn't qualify as an MCI.
