Window Shades Required

Tenant complained of a decrease in required services, claiming that some window shades didn't operate properly. Landlord argued that window shades hadn't been provided for 15 years. The DRA dismissed tenant's complaint, and tenant appealed. Tenant claimed the shades still hadn't been repaired. The DHCR ruled for tenant, and cut the rent. Window shades were a required service because they were furnished by landlord on the base date. It doesn't matter that shades weren't provided for the past 15 years.
