Water Faucet Missing a Screw

Tenant complained of reduced services. An inspection showed, among other things, that a screw was missing from the cold water faucet. The DRA reduced tenant's rent, and landlord appealed. Landlord claimed that a loose screw didn't affect the functioning of the faucet, and the DHCR agreed. The inspection didn't confirm a defective water faucet, but merely indicated that there was a missing screw. This item was deleted from the list of conditions warranting a rent cut.
