Tenant Claims Warm Water Seeps into Cold Water Faucet

Tenant complained of a reduction in services warranting a rent reduction. He claimed that warm water sometimes seeped through the cold water faucet and that this was a health hazard. The DRA ruled for tenant, and landlord appealed. The inspector's report showed a two-degree temperature fluctuation but said nothing about warm water seepage. The DHCR ruled for landlord and revoked the DRA's order. If tenant still had a complaint about health concerns caused by the water temperature, he should contact the appropriate city agency.
