TV Antenna Removed

Tenant complained of a reduction in services based on landlord's removal of an outdoor TV antenna that had been at the building for 40 years. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that its insurer required removal of the antenna. And landlord said it replaced the outdoor antenna with an indoor one. The DHCR ruled against landlord. Landlord's insurance requirements didn't matter. Landlord discontinued a required service, so tenant was entitled to a rent reduction.
